½ cup Monteray Jack cheese

3 cups milk

1 tablespoon olive oil

1 lb penne pasta

½ teaspoon pepper

1 teaspoon salt

2 tablespoons water

1 cup shredded white cheddar cheese

1 whole head of garlic
