Preheat the oven to 350 degrees F. Grease and flour three 9-inch cake pans.In a small bowl, whisk together flour, baking powder, and salt, set aside. In the bowl of a stand mixer, cream the butter until fluffy [about 3 minutes]. Add in the sugar and beat for another 5 minutes. Next, add in the eggs, one at a time, making sure each egg is well incorporated before moving on to the next. Add in the flour and buttermilk, alternating with each, starting and ending with the flour. Scrape down the sides, add in the vanilla, and give one last little mix. Divide batter evenly among the pans and bake for 25-27 minutes or until a toothpick inserted in the center comes out clean. Allow the cakes to rest in the pans until turning them out on a cooling rack. Place the chocolate chips in a microwave safe bowl and microwave in 30 second increments, stirring each time, until chocolate chips are melted. In the bowl of a stand mixer, beat the butter and sugar in the bowl of a stand mixer fitted with the paddle attachment. Add in the Nesquick, vanilla and salt and mix on low 1-2 minutes. Next, beat in the melted chocolate, scrape down the sides, and then turn the mixer back on low and slowly add in the whipping cream. Once all the cream is added, turn mixer up to high and beat for a minute, frosting should be light and fluffy. To assemble your cake, place the first layer on a cake stand and spread some frosting over the top, then add the next layer and spread the top of that one with some frosting. Place the final layer on top and frost the top and sides of the cake. Add your sprinkles, some candles, and get out your fork!
