2/3 cups heavy cream

1/8 teaspoon salt

1 teaspoon Maldon salt

1 cup plus 2 tablespoons sugar

1 stick unsalted butter (4 ounces) cut into 8 pieces, at room temperature

1 cup unsweetened cocoa powder

1 teaspoon pure vanilla extract

1/4 cup vegetable oil

1/2 cup water
